Rosita must be Italian
Outdoor atmosphere - Outdoor waterfront seating enjoyable, except for the wind coming from the nearby wastewater plant. The building itself is commercial and uninspired looking. The Sante Fe building theme was poorly incorporated into the architecture. Stay focused on the water and bridges, not the building.
Indoor atmosphere - If blindfolded, you would be more likely to guess you are in a hotel lobby than a Mexican restaurant. Uninspired atmosphere - tile floor, lack of Mexican vibe, full height glass storefront windows, etc.
Service - Acceptable.
Drinks - Acceptable.
Food - Horrible. Free tortilla chips and salsa. The salsa tasted like a marinara sauce base with salsa added. Weird. Sweet. The quesadilla appetizer was filled white cheese (mozzarella?) which oozed out, making it soggy. It should have been thin and crispy. It was garnished in fresh shredded lettuce and tomato, but no salsa, sour cream or guacamole~! The chimichangas were crispy, but the chicken was over-marinated and the beef was "iffy" at best. The refried beans were good.
Overall - I hope to never go back.

Food is great View is incredible: The food is superb. Large selection of Apps. Quesadillas Poblanas (Shrimp and Black Beans) and Mexican Shrimp Cocktail are our favorites.
Dinner menu is very extensive from Organic Steak that just melts in your mouth to the Sea Food Specials. The also have the more traditional combinations and 4 different types of Fajitas.
But the food is only half of the dining experience, the other half is the view of the Rondout Creek. You can seat by the water and experience a very relaxed atmosphere. Try their fresh fruit Margaritas and you might never leave.
