User Rating: 4 out of 5 starsGood, but could be better. Try it!: I have to confess that Rafagino holds a special place for me. The location is not the best and the owner had done what he can with what a strip mall can offer (I get the idea that this place had been a boutique in its previous iteration). Anyway, I can look past all that as should you and your guests because Paulo, the owner will make up for the place with his panache and erudite exuberance. The same goes for the attentive staff.
Despite the Italian moniker, Rafagino has Spanish and Portuguese overtones. You'll notice this in the wine list. Not surprising really, since Paulo is Portuguese. For the most part, however, there is a concentration on pasta, chops, and seafood with a number salads that you don't commonly see in most Italian places. I normally pass on desserts, but do recall quite an array laid out on a desert tray. I'm more into coffee and after dinner drinks. Rafagino does both of those well. They make some of the best espresso in the area and the bar is very well stocked.
So, what's not to like? Well, it's the little things like the chef's constant under cooking of rice. Expect it in the paella. I don't like to crunchy. Balancing that is is a tendency to overcook meat. Order rare if you want any pink at all. In general, the finishing touches on some of the dishes need just a bit more attention, but don't let that dissuade you. There's plenty to like.

I have been dining at Rafagino's for years and the service and attention to detail is outstanding. Paulo and the servers all treat you like family and know your name. I love the mussels and Penne Crab pasta dish. I tried the Paella the other night and it was outstanding. Love the jalapeños that they add to the dish. The rice was cooked perfectly. My wife had the Lamb Chops and they also were delicious ; cooked to perfection. So I guess they took the previous comment to heart and fixed a few things. A small treasure of a restaurant and a wonderful find in Burke VA.
