I've been eating at Family Cafe about once a month or so for maybe 8 years. They have an all-you-can-eat lunch buffet, which is what I go for. In all this time, I've always had a good experience.
The buffet selection isn't large. There'll be 3 entree dishes (Gen. Tso's chicken, chicken with broccoli, and happy family, usually) plus crab angles, spring and egg rolls, chicken satay, fried chicken wings, soups, and some steamed veggies in addition to oranges, Chinese do-nuts, and sugar cookies. That's about it. Again, not large, but consistently fresh and really quite tasty--especially the Gen. Tso's chicken, which is probably some of the best I've ever had and I'm no stranger to Chinese restaurants.
The price is very reasonable: $5.45, which includes a bottomless soft-drink. The owners are a married couple with two kids. Mom is the wait-staff while dad is in the kitchen. The service is quite attentive, despite the fact that the place can get packed around lunch time and puts mom to running pretty good. The kids even lend a hand when they're not in school. They seem like good, hardworking folk, but don't expect a whole lot of English out of them. The atmosphere, BTW, is actually pretty Spartan--a few token Chinese decorations, but nothing that'll impress you.
Overall, Family Cafe is worth a try. It's simply a small, clean, functional restaurant that serves up a good buffet at a good price.
