the building is torn down, I don't know if they have moved
Where to find good Mid West Dim Sum: Right here in Hunan Garden. I have been there twice and it's authentic! Yes the outside needs some work, but if you are there for the dim sum you hit the right spot. Weekends only starting 11am!
Authentic trolley push carts, Cantonese + Mandrin spoken there and of course English. Price is about right, maybe a little on the high side but if you are into Dim Sum, you have to go try it. I would recommend bringing along a Chinese friend who knows his / her dim sum, to help identify the good stuff.
Best Dim Sum in the MidWest: The decor leaves a bit to be desired, so if you are looking for ambience, you will not get it here.
However, if food quality and taste is more important (as it is with me), this place has fantastic Dim Sum on the weekends (only). They make the food fresh and appears to be little MSG in the food. I try to have Dim Sum where ever I travel and this place (very surprisingly) has incredible quality of food. I think the food here is even better than the well known Phoenix Restaurant in Chinatown Chicago, and better than most of the Dim Sum places in Vancouver, Canada. I found the service to be good for a Chinese restaurant. The staff are friendly enough, and speak english well enough (I don't speak Chinese).
I've not had their normal weekday/evening menu, so I can't comment on how that food is, but if you are in St. Louis on a weekend, and looking for lunch, this place is worth the drive.
