I emailed a question regarding title information and never received an answer, I also called the local number and the automated system hung up on me. The 800 number needs to be repeated slowly due to the fact we think we are going to speak to a live person so usually are not prepared for a hurried message and a hang up right away. If you are going to use an automated system, give the appropriate information, repeat it for clarity and maybe put in some sort of "Tree" to be transferred for the specific information needed or department that can handle the question at hand. This is not serving your community to the best of your ability...wonder if this is why you have so many angry people that come in to the offices. Might be benificial to look at your processes for both your employees and the community.
