This man may do the work to pass code, however I am very upset over quality of work and damages.  He installed a new breaker box, 3 outlets in my kitchen, and baseboard heaters.  He just cut the trim in my dining room for my heater, it is so frayed a splintered, a repair I'm going to have to pay for.  3 out of 5 heaters are not plumb with the wall, the good thing is that they all work.  The holes cut into my wall for my kitchen outlets were so huge, we had to pay $1,312.65 for drywall repairs.  He left a mess every day with wire and plastic pieces, which are a choking hazzard to my children and dogs.  Trash was left where he sat it, he informed me that clean-up was not his job -- for $40/hr you would think he could clean up his messes.  He is very vauge when he writes estimates, pay attention to the details and make sure everything is on it that you want done.  Also don't pay him all the money at once, only half like he requires.  We paid all at once and then he would work 2-4 hr long days. . . . .6 work days later, it's still not done.  He doesn't ask what you want, he just does what he wants -- I have galvanized steel plates on my wall over where outlets were, before he came.  Our intention was to hire this man for plumbing too, however we have decided after seeing his electrical to look for a new plumber.
