In June of 2008 the RH Line printed citizen complaints about police stops. Police Chief Luke Hecker wrote a column titled âPolice take traffic stops seriouslyâ stating, âWe do pay close attention to the activity of our patrol officers, and on the rare occasion it has been necessary, we have initiated corrective action when an officer, who for all the right reasons, acted overenthusiastically when making nighttime traffic contacts.â On June 14, 2008 the paper said it would not print RH Line calls related to police stops because nobody had contacted Chief Hecker concerning the issue.
October 1, 2006 I was stopped by Officer Sarah Chartier, charged with traffic offenses, arrested, and my vehicle impounded. Radio communications and the incident report showed she made one DMV check after the stop, the records were not mine..
A hearing was held on January 24, 2007. Chartier testified she made the stop based on her yearlong observations of violations involving my vehicle and those records were in her computer in her patrol car. She said she did one DMV check before the stop and one after and she had not arrested me. Prosecutor Joshua Ritter agreed. Judge Christine Carney ruled there was no arrest and the officer had probable cause based upon her previous observations.
I filed a motion for discover and received two reports by Chartier dated October 1, 2006. An offense report and an arrest report. Both listed 5 names, none of them mine. There was only one DMV check, which was not mine, and no records of yearlong observations. The reports time stamped, received by the DA October 4, 2006. Chartier perjured herself and Ritter knew it.
Judge Christine Carney ruled the jury would not see police reports, DMV records or hear a recording of Chartierâs testimony on January, 24. I asked Carney what evidence would be allowed. She said the jury could consider if I was driving on October 1. Prosecutor David Vandenberg complained that I was more interested in filing motions than settling the case.
Judges, Christine Carney, Peter Schoon and Chief Judge James Hiatt and prosecutors, Joshua Ritter, David Vandenberg and Cindy Hernandez were involved in this case. They all knew that Officer Sarah Chartier had falsified police reports and had lied under oath. April 2008 after 19 months and 4 attempts to produce records supporting Chartierâs allegations the case was dismissed.
I tried to contact Chief Luke Hecker about the incident and he refused to speak with me. I spoke with R-H City Editor Jeff Stahla and he sent Reporter Jon Pilsner to check the court file on my case. Stahla said t it appeared that a lot of people went to considerable effort to make trouble for me. Reporter-Herald would not do a story because Hecker refused to respond and the paper thought this was just a case of officer incompetence.
As law enforcement, the District Attorney and Courts claimed they did not tolerate or have any knowledge of police falsifying reports, or lying in court, they were aware it was occurring at that very time. They claimed what happened to Tim Masters was a onetime unintentional event.
Chief Luke Hecker has lied to you, Officer Sarah Chartier, Judges Christine Carney, Peter Schoon and Chief Judge James Haitt, Prosecutors Joshua Ritter, David Vandenberg and Cindy Hernandez have lied and the Reporter-Herald does not believe you deserve to know the truth.

The Reporter Herald aids corrupt cops.
A Loveland resident had several guns stolen from his residence. Former Loveland Police Detective Thomas Vermilye and Group Realtor Rick Brent admitted being in the residence at the time the guns were reported missing. Both were caught making false statements in police reports and Brent admitted to lying. The resident attempted to report the thefts and false reporting to the police and was threatened with arrest by former Police Chief Tom Wagoner. Vermilye attempted to have the victim arrested on a charge of âCriminal Libelâ for going public and revealing the thefts and false reports. The victim hand delivered copies of the falsified police reports to Loveland City Manager Don Williams and Reporter Herald reporter Pamela Dickman. Don Williams, The Reporter Herald and Brentâs attorney Jack R. Weatherill all threatened to have the victim arrested. For details and to see actual copies of the police reports and related documents go to www.thehighroad.org and search â(CO) Man suing police to get his guns returnedâ

This is coming from the man who lit himself on fire in the police department lobby...
citizen should review the facts of this traffic stop by checking the Larimer County Court File in Loveland. Case file 06T202607. Everything posted in this review is factual and correct. Officer Chartier falsified police reports and lied in court. Judges Christine Carney, Peter Schoon and James Hiatt were aware of Chartier's crimes. Lets call it what it truely is, a crime. Loveland Police Chief Luke Hecker and the Reporter Herald also knew of the illegal stop and the officer's actions in court. They were deliberately indifferent to the facts. The information in this review is the truth and citizen's attempt to attack rpetersen's credibility is without merit or substance. Just like Luke Hecker and the Reporter Herald.
