Yes - I recommend the roof top restaurant of the Hotel Washington. Its located very close to the White House and has the best view in DC... except for the Washington Monument and the Capital dome. Its a seriously breathtaking view - you can see onto the roof of the White House and its grounds and a great view of the monuments. In the summer time - they have an outdoor portion where you can have drinks and a light menu. I've never eaten inside - but it must be harder to get a table by a window and the menu is high end.
