The building, the last of the four Senate offices, was constructed in 1976 and included suites for 50 Senators, 3-floor garage, a mechanical equipment floor and a light-filled atrium to use more energy-efficient methods for lighting. The building was named after former Senator Philip A. Hart from Michigan, who was an ardent supporter of the Civil Right Act of 1964.
