Established in the 1960s, VRS was one of the first services of its kind in the San Francisco Bay area. The organization partners with a number of governmental and community-based organizations, such as California State Department of Rehabilitation, San Mateo County Mental Health Services, PeninsulaWorks and Alcohol and Drug Services. It provides a set of services that include individual and group vocational counseling, vocational assessment, vocational testing, referrals for job training and educational programs, the Financial Empowerment Pilot Project and advocacy assistance, job seeking skills, job development, job placement, job coaching, assistance with applications and resumes and the coordination of resources to meet transportation needs.
